I came across this report, just released at the end of May, regarding the difficulties Massachusetts seems to be having with the identification of ELLs with special needs. According to this report, more ELLs are being put in special education programs than ever before in our state. Some argue that when bilingual education ceases to exist, ELLs begin overpopulating special education classrooms. What do you think?
